hello there. welcome to this holiday edition of "newsline." it is monday, october 10th in tokyo. i'm catherine kobayashi. the prime ministers of france and belgium agreed on a restructuring package for the financial group amid growing credit fears in europe. this is the first time central governments launched the breakup and realignment of a financial institution affected by the euro

zone debt crisis. the belgian french firm dexia has seen prices plunge since last week mainly because of holdings of greek government bonds. details of the rescue package have yet to be announced, but the package is believe to call for transferring their nonperforming assets to a new body and for governments to guarantee that body's handling of its finances. failing assets will be sold and a portion placed under state control. in another move to deal with credit fears in europe, german chancellor and the french president have agreed to recapitalize european banks that have been effected by the region's debt crisis. the agreement between the two nations comes as dexia was the first group to fall to the crisis. >> translator: we are determined to do whatever is necessary to

recapitalize the banks. >> translator: european nations are planning on proposing a new comprehensive package for solving the debt problem by the end of the month. >> sarkozy said the two leaders were in total agreement on the recapitalization, but the two leaders differ on how to accomplish it. sarkozy insisted they should take flexible measures by using euro zone bailout fund set up to provide emergency loans to countries in fiscal trouble. he maintained funds should be used only if a bank can't raise capital by itself. the operator of the troubled fukushima daiichi nuclear power plant says the level of hydrogen in a pipe at the number one reactor has become low enough to make an explosion unlikely. they are also working to install a device to filter radioactive substances inside the containment vessel.

tokyo electric power company or tepco last month found the hydrogen levels inside the pipe connected to the reactor's containment vessel comprised over 60% of the total gas present, posing a risk of explosion. the utility had been injecting nitrogen into the pipe to remove hydrogen since saturday. tepco says the hydrogen level is now low, and even if it were to rise again, it would not exceed 4%, the lowest level that poses a risk of explosion. on sunday evening tepco cut two points of the pipe to allow the insulation of a device that filters radioactive substances inside the containment vessel. the cutting operation was two weeks behind schedule. the company said for its plan to contain the nuclear accident at the plant. a team of radiation experts from the international atomic energy agency has visited fukushima prefecture to inspect efforts to remove radioactive

materials. the 12-member team has been in japan since friday at the request of the country's environment minister to offer advice on ways to effectively clear away radioactive substances. on sunday, the iaea experts visited a facility in minami soma city where the government is carrying out decontamination work as a model for other areas. the effects of decontamination on buildings, roads and forests are being studied at the 30,000 square meter facility. visitors asked questions about the areas being cleaned and wanted to know what measures were being taken to protect workers. japanese experts said fertile soil was being placed in the forests where contaminated soil had been removed. the iaea members supported the measure. >> we are visiting very interesting places. we have to analyze all the information they are providing to us, which is a lot. >> translator: i hope the latest technologies will be used to

decontaminate the area to make it a safe place for children. >> the iaea team will visit two other municipalities in fukushima prefecture on monday to inspect an elementary school and some farmland that had been decontaminated. mayors of the march 11 disaster hit municipalities in northeastern japan have called for wide-ranging cooperation to rebuild their devastated communities. >> translator: rebuilding railroads is essential for disaster recovery. we want to ask for support from the national government. >> six mayors from cities and towns in iwate, miyagi and fukushima prefectures took part in a symposium on post-disaster reconstruction in tokyo on sunday. the meeting was organized by the japan society for disaster recovery and revitalization.

the vice mayor from manamisanriku town in miyagi which suffered catastrophic damage said his town received tremendous support from neighboring communities. he added that further cooperation between coastal and inland areas will become important for disaster preparedness. the organizer said it wants the panelists' comments and requests to be used and developed to use to implement recovery plans. japanese mobile phone operators are trying to increase public access points for wireless networking. the move comes as more people are using smart phones to access the internet. customers have been complaining of slow or difficult internet access for hand sets. mobile phone traffic is becoming jammed as many smart phone users constantly download massive

amounts of data like music or movies. mobile operators are temporarily slowing download speeds of users whose volume is exceptionally high, and limiting speeds at night when more mobile users access the internet. the mobile operators say they're making the adjustments for better internet connectivity on smart phones as their slowness could slow sales. one of japan's most spectacular autumn festivals got under way in takayama city in central japan. tourists gathered on sunday to view its colorful floats. ten floats built in the 18th century were carried through takayama's old town where antique-style houses and streets create a historical atmosphere. the floats lined the road to the sakurayama-hachiman shrine. the weather was chilly, but many

festival-goers flocked the floats to view their exquisite craftsmanship. this float added to the festive atmosphere with an acrobatic performance by a pair of mechanical dolls. >> translator: it was amazing to watch the small dolls jump between ladders. i really enjoyed it. >> looks like a nice way to spend a beautiful autumn day. now let's look at the extended weather forecast for selected cities around the world.
